This question came up during the June 2 #ASKaTrafficCOP livestream, and the answer depends on whether the passenger is actually being investigated.
Drivers have to surrender their licence, insurance, and ownership documents when required.
Passengers are different.
If a passenger is being investigated for something, like a seatbelt offence, they may have to identify themselves, but that does not automatically mean handing over a driver’s licence.
